DHS reviews performance
ITANAGAR, Dec 10: Papum Pare District Health Society (DHS) reviewed the overall performance of the health activities in the current financial year in a meeting at Yupia today.
The meeting discussed in brief about performance on various health activities, like ASHA status, maternal and child health, immunization, school health programme, weekly iron folic acid supplementation, AIDS, malaria etc.
The DRCHO, Papum Pare appealed to all the stake holders to help improve the districts health scenario by joining hands together.
DDSE (Incharge) E Rumi appealed to DHS to conduct more sensitization workshop for the nodal teachers on WIFS program for its proper and successful implementation. On the issue of not involving WIFS programme in private schools, Papum Pare ADC BJ Duia suggested the DHS to formulate some mechanism through which these schools can also be covered in future.

Power allocation revised
ITANAGAR, Dec 10: In view of the onset of lean hyrdo season and subsequent reduction in the state allocation schedule, the power department has imposed the revised power allocation to district/divisions through Grid with effect from Dec 10, 2013 to March 31, 2014.

that all divisons/districts shall strictly abide by all instrucitons/directives issued

Allegation baseless: Tana
ITANAGAR, Dec 10: Reacting to All Arunachal Pradesh Youth Forum (AAPYF) president Tadar Attu’s claim that he was being instigated to defame editor cum publisher of The Arunachal Pioneer, one Sanjeev Tana in a release today said that it was totally false, baseless and fabricated allegation.
Tana claimed that Attu approached him twice at his residence asking for an appropriate authority or forum to lodge a complaint against a daily newspaper alleging that the daily had been publishing defamatory news in the state; accordingly he (Tana) gave website address of the press council of India.
Saying that the question of instigation does not arise, Tana claimed “As per his (Attu’s) confessional statement he had defamed the daily for the work assured by the Minister and now he defamed the minister for not fulfilling his commitment.” Tana appealed Attu for face to face clarification instead of levelling baseless allegation.
Umbrey takes a dig at State Govt.
ITANAGAR, Dec 10: Chief ministerial candidate of People’s Party of Arunachal (PPA) Laeta Umbrey has said that the appointment of more than 24 parliamentary secretaries with the rank of state ministers along with team of PA’s, PSO’s, drivers, peons and other staff and similar number of chairmen and deputy chairman with red beacon provision have taken a heavy toll on the state exchequer.
To rub salt in the injury, the ‘myopic’ Govt. has gone ahead with appointment of more than dozens of OSDs, advisors and other extra constitutional functionaries to drain the already starved state exchequer, Umbrey said. The creation of large number of chief engineers posts in various departments has further shaken the financial health of the State, he said. He also informed that the Govt. has already procured 523 luxury vehicles mostly for parliamentary secretaries, chairmen and OSCD’s at staggering sum of Rs 41,92.42,989.
If voted to power, the PPA would prune all these wasteful expenditures, including the expenditures incurred on VIP visits, celebration of ‘self glorifying festivals’, Umbrey added.

Police confirms prime accused an influential person
ITANAGAR, Dec 10: The Police launched the investigation on the burning down of the election materials near Hawa Camp yesterday and confirmed the prime accused of the case.
The Papum Pare Superintendent of Police Nabam Gungte in a release today said that based on the FIR received from one Bijay Thakur, LDC of District Election Office, Koloriang, Kurung Kumey yesterday, a case has been registered at Kimin PS (Case No. 21/2013 U/S 395/353/435 IPC) and investigation was taken up by OC PS Kimin. Accordingly the complainant, driver of the vehicle and the three police personnel detailed for escort duty reported at Kimin PS. The investigation officer (IO) has visited the PO, took photographs, drawn rough sketch map of PO, seized the half burnt articles, the Tata Sumo vehicle and collected some ashes as exhibits from the PO, the release said.

The release further said that since the accused is an influential person and a member of Legislative Assembly of Arunachal Pradesh, a certain formalities are required before he is taken into Police / Judicial custody in connection with the case. The All Nyishi Youth Association (ANYA), Kurung Kumey district unit has vehemently condemned the incident of damaging and burning of election related documents pertaining to Kurung Kumey district by unidentified persons.
“We are astonished to know that such anti social elements exist in our peace loving state, who are directly hampering the development of the state in particular and Kurung Kumey district in particular. The day light incident is a clear sign that they are even not fear for the laws of the land,” the ANYA unit said in its letter to the Chief Secretary.
The documents damaged by them were being transported to Itanagar from Kurung Kumey district to submit the same at State Election Office and prepared by the officials by taking few months by keeping aside their normal duty for the development of the district and damage of such important documents by the culprit had demoralized the working passion of the officers and the staff, the letter said and demanded the CS to become hard on this issue and instruct the law enforcing agency to expedite the process for their immediate arrest and give them stem punishment as per the law so that such incident does not recur in future.
APC & APUWJ express concern over AAPYF’s claim
ITANAGAR, Dec 10: A day after the president of All Arunachal Pradesh Youth Forum (AAPYF) Tadar Attu made some ‘shocking’ claims; the Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalists (APUWJ) have expressed serious concerns over the developments.
On October 24 last, the AAPYF president had laid a series of allegations against editor cum publisher of The Arunachal Pioneer Chopa Cheda to DC Capital Complex demanding that the daily publication be shut down.
However, at a press conference on December 9 last, Attu alleged that he was acting on the provocation of the state Health and Family Welfare Minister Atum Welly and his close aide Sanjeev Tana.
Attu further claimed that he was offered contract work amounting to Rs 30 lakhs by the alleged masterminds.
Reacting to the December 9 developments, the APC and APUWJ has voiced its concerns stating that “if the allegation of a senior cabinet minister’s involvement in the matter is true, it is indeed worrying”.
“Such allegations are a matter of serious concern and should be a cause of worry
for not just the press fraternity but the entire state”, the two organizations stated
today, adding “If the minister really is behind the conspiracy than answers must
be sought and we most definitely will be seeking legal recourse on the matter”. They
also added, “It is a well known fact that in the past, politicians in the state have
used various unions and associations to target press persons for their personal gains
which includes attacks on media houses and selective targeting of journalists but

SC bans use of red beacon light
ITANAGAR, Dec 10: In a ruling which can have far reaching effect, the Supreme Court today ruled that red beacon light can only be used by high dignitaries holding constitutional posts while on duty. The Supreme Court ruling has put an end to its misuse by politicians and bureaucrats flaunting it as a status symbol, saying it is reflective of the "Raj mentality". An apex court bench also asked the government to make appropriate amendments in the Motor Vehicles Act to make the fine amounts a deterrent.
The SC also banned pressure horns, multiple sound emitting horns and musical horns in vehicles. A bench headed by Justice G S Singhvi asked the Centre to issue a fresh list of people eligible for using red beacon on their vehicles and asked the government to amend the rule within three months. The bench also said the state governments cannot enlarge the list of VIPs eligible for red beacon. The court passed the order on a PIL filed by Uttar Pradesh resident Abhay Singh on misuse of red beacon. The apex court also banned private individuals from using siren in their vehicles and directed the authorities to take punitive action against those doing so.

The unfolding internal divisions, characterized by lack of trust (if not distrust) among diverse ethno cultural groups, have threatened to wreck the state from within.
On November 25 last, the state saw a major development.
A massive rally was organized at Tawang to demand for the creation of Mon Autonomous Region (MAR) comprising Tawang and West Kameng districts. And it has intensified with elected leaders and public deciding to call on central delegates and authorities concerned at the Union ministry of home affairs soon.
Its reason for the demand -
The demand is pending with the Centre as the state Legislative Assembly already passed
a resolution recommending creation of two autonomous councils -
As per the constitution of India, the provisions of forming Autonomous District Councils have been placed under schedule fifth & sixth.
Provisions as to the Administration of Tribal Areas in the States of Assam, Meghalaya, Tripura and Mizoram have been given is placed under sixth schedule of Articles 244(2) and 275(1), while fifth schedule of Article 244(1) mentions the provisions as to the Administration and Control of Scheduled Areas and Scheduled Tribes ‘elsewhere’ (other than the states mentioned in the sixth schedule).
And since the formation of NEFA in the year 1972 from part of Assam and thereafter Arunachal Pradesh in 1987, it is no more included under sixth schedule of the constitution of India which makes it unlikely for the parliament to consider the demand unless there is constitutional amendment.
“Arunachal Pradesh is no more included under sixth schedule, so forming autonomous district council is not possible,” said associate professor, RGU, Dr Nani Bath adding, “Unless there is constitutional amendment.”
However, the professor feels the demand is impractical given the rights that Arunachal Pradesh as a tribal state enjoys.
“Given the legal protection that we, the tribal people of Arunachal Pradesh, are entitled with, there is no need for protection inside an already protected area,” he says as a matter of fact.
While the demand for autonomy is on in the region celebrated much for its rich culture and heritage, the day is not far when we see the whole of Arunachal disintegrating and every region asking for autonomy.

CHANGLANG, Dec 10: Creativity, innovation and ingenuity have become synonymous with district administration Changlang. Adding yet another feather in her cap Deputy Commissioner Changlang today inaugurated the Archery Club in GHSS Changlang in presence of T Taiju, MLA Changlang North, P Khimun, MLA Changlang South and Merina Kenglang, ZPC Changlang.
The children of the school and township were beaming with excitement while trying their hands on the world class instruments.
Nabum Tapung, a national level archery player, who is presently working in the SE Office PWD Jairampur taught the students about basic nuances of the sport. Public leaders and administrative officers also tried their hands in Archery. The archery club has given a new lease of hope to the children of this insurgency ridden district wherein they are full of dreams of representing their district, state and eventually the country in various archery tournaments. It is worth mentioning that the local tribes since times immemorial use various forms of bow and arrow due to which inhabitants of this area have natural flair for archery and the district administration has rightly aimed at tapping the same.

In the recently developed Volley Ball court in the premises of GHSS today an inaugural match was played between students of GHSS and officers of District Administration team which was led by Vijay Kumar, SP Changlang. The exciting match witnessed a photo finish when the GHSS team overpowered team of District Administration. All the students and teachers of the school thanked the Deputy Commissioner Changlang Chanchal Yadav for providing these facilities to the school and assured that the same will be utilized to the fullest potential. District Administration has also assured to install open air gym equipments like rope climbing, monkey crawl, nine feet ditch, crawl tranche etc to give students exposure of various outdoor activities as well as train themselves for various employment opportunities with state police and paramilitary. Time for introspection
The two incidents, that of the report of burning down of electoral roll revision at Kimin and allegation of trying to defame the editor cum publisher of an English daily at the behest of senior politicians has given rude shock to the citizen of state. The burning down of complete data of recently concluded electoral roll revision of Kurung Kumey at Kimin is major setback for the democratic process of state. If some section were unhappy with the process of electoral revision, they should have taken the matter to court instead of indulging in such act which will only give bad name to the state. The incident also exposes lackadaisical attitude of concern authorities.
The district administration and state election officials made a big mistake by not providing enough security cover. Last month Kurung Kumey district had witnessed tense moment over process of electoral roll revision. Keeping in account those incidents, the authorities should have taken precaution by increasing the security cover. The second shocker for the day was allegation leveled by an individual claiming that a minister had offered him incentive to defame editor cum publisher of local English daily. Since then allegation has been strongly rebutted. Only time will tell whether allegation is true, but, incident which is first of its kind in the state has surely distressed the press fraternities of state. Without people support the fledging media industry will fade away and therefore there is huge responsibility on the citizens. The above two incidents does not augur well for democratic system of our state. We need to introspect and ask ourselves some tough questions.

Who is responsible for the shortage of PDS distribution system?
Dear Editor,
Through the column of your esteemed daily keeping in view the sentiment of the people I would like to urge Food and Civil Supply department, Government of Arunachal Pradesh to solve the prevailing PDS supply problem in the interior areas of state at the earliest possible. We the citizen of affected areas utterly fails to understand why there has been shortage of PDS items? Whom to blame for such crisis? The Kurung Kumey district is worst sufferer due to PDS problem. The transit godown is situated at Ziro, L/Subansiri district instead of Kurung Kumey. The PDS godown has already been constructed in the district at Sangram circle but still it remains useless. The dispatching of PDS food grain from Ziro to various places of Kurung Kumey district is one of the sole reasons for misuse of PDS item of the district. Therefore it will be better if godown is shifted from Ziro to Kurung Kumey at the earliest. It will benefit all section of people.

Why to include such topic which has no relevance
Dear editor,
Through the column of your esteemed daily I would like to share some of my views regarding the syllabus and system of examination for various posts. Yesterday I filled the application for the post of Research Assistant under Planning Department to be conducted by APPSC. My optional subject is Maths and I was surprised to see the syllabus of Maths optional subject for research assistant exam. The required educational qualification for that post is a graduate but the syllabus for Maths include many topics that are in Post Graduate level i.e. M.Sc level. Leave about studying those topics in graduation level many topics are never even heard in graduation level. The syllabus is too vast and tough. Is this exam for research assistant or for Mathematical Scientist?? It is really weird and absurd! What I am trying to say is that syllabus of written exam for the job is not related to it. I always wonder about the exam pattern and syllabus for various jobs. Like in the case of RFO, why was there no reservation for forestry students and why the syllabus for many optional subjects in RFO or even Indian Forest Service is not related to the Job of Conserving Nature and Wildlife. Why our governments do not prepare syllabus according to the nature of jobs? Why our selection system is only based on just memorized knowledge? Of what use is studying "Einstein Theory of Relativity" while preparing for getting a job of "RFO"? Similarly of what use will be "Fitzgerald contraction time dilation" in the job of Research Assistant? Why are such topics included in syllabus for jobs which have no practical and applied use of knowledge of that topic? It’s totally weird and absurd!
